Phin W. Stubbs established Bellwether Investment Corp. in 1992 following a 7-year period in distressed loan management with quasi-governmental agencies established by Congress to solve the U.S. Savings and Loan Crisis.

Bellwether is a U.S. private equity company that invests in distressed financial assets including senior and subordinate debts, equities, and credits. Acquisitions have ranged from $1 million to $130 million, each in separate private-equity partnerships.
